Last-hitting determines when a trooper dies. A personal killing blow is no longer required for soul rewards to appear when an eligible player is nearby.
In practice
Watch a trooper’s health and save ammunition for the finishing hit. Check for a soul orb afterward and secure it before the opponent.

Yes, provided an eligible player is nearby. The old mandatory player last hit was removed.
Does the final shot have no tactical value?
It still changes timing and wave pressure. It simply is not the sole requirement for the reward to appear.
