Ranks and leaderboards describe competitive standing. A leaderboard snapshot covers its stated region and period; it does not reveal the full matchmaking formula.
In practice
Check the region and update time before comparing players. Do not treat a single match or an unofficial estimate as a confirmed rating change.

The current separate Standard mode lets you play without adjusting your Ranked result.
Is the same fixed point change guaranteed every match?
No. Matchmaking expectations and streak-related adjustments can change the result.
